Kelly started every game for the Bengals in 2006 and posted 21 receptions for 254 yards and a touchdown.
"Reggie is a true professional who has performed very well in all areas of our offense," said Bengals head coach Marvin Lewis. "We're excited that he and his family want to remain in Cincinnati and continue in our quest to be a championship team."
Kelly said a phone call from Bengals quarterback Carson Palmer was important in convincing him to turn down offers to sign elsewhere.
"(Palmer) told me how much he wanted me to come back," Kelly said. "He told me I was a large ingredient to our success, and that he wanted me back for leadership as well as football."
Kelly began his NFL career in 1999 as a second-round draft pick by Atlanta, and played four seasons for the Falcons before signing with the Bengals as an unrestricted free agent. His NFL career totals include 123 receptions for 1,300 yards and five TDs in 121 games.
